I would not accept that.

And no, it should not be centered under the switches. Smaller kids would be reaching all over the receptacle reaching the switches... possibly with wet hands.

While you are at this corrective action, please consider looking at all the receptacles, switches, etc. Hopefully you do NOT have wires “stabbed in” to holes, but the wires are secured under screws.

20A circuits at my workplace require ground plug up. 15A are like most homes in America. All plugs I have seen in Germany and UK with three conductors have the center ground up.
