Coming soon and quickly to you! It is already here in Idaho. The truly needy (diminished mental capacity) can be excused somewhat for this behavior. I wonder what happens in monsoon season?
This has been an issue for several decades now and have been conveniently ignored by many or excused by them! There is no easy solution but there are many causes that created the situation. Just another form of a human created ghetto.

Orange County cleaned up the camp

Last month Orange County, California was finally given a judge’s approval to clear out a homeless encampment that had been growing along the Santa Ana River beside a public bike path. After a legal battle involving the ACLU which lasted for months, the camp was finally removed in late February

Here’s what was collected between Jan. 22 and March 3 from a more than two-mile stretch of bike trail roughly from I-5 in Orange to Ball Road in Anaheim, according to OC Public Works spokesman Shannon Widor:

404 tons of debris

13,950 needles

5,279 pounds of hazardous waste (human waste)

there were reports that drug dealers who moved in to sell to the population had warned residents of the camp against calling the police for any reason.

"Orange County now plans to make improvements to the cleared land, including replacing a large amount of topsoil which, I suspect, is heavily contaminated with human waste."

I had a conversation with a friend who is very liberal, been friends since 1964. When he started up about the homeless and how we as society had to do more I countered with "you have a three bedroom house that is lakefront, why don't you go to Detroit and bring some of those poor souls home and let them live with you? I bet they would love it and you would feel so much better"

Subject of discussion was changed quickly.

I went to California last year for some work related training, it was my first trip into California. We flew into San Diego and after getting the rental car stopped for lunch at a nice place downtown. The waitress asked if we wanted to sit by the window and we did. I remember three distinct groups of people walking by. Military men, stereotypical California young women and homeless people. Our view over lunch included seeing a homeless man “bathe” using a water fountain across the street. We saw homeless people everywhere we went.

And with a recent ruling by a King County superior court judge, where a homeless man's truck was deemed, under Washington's frontier-era homestead law, his truck is his home and cannot be impounded.

That ruling likely has a significant implication for Seattle's fast growing homeless population.

Many years ago while at Ft. Lewis, I noticed that Seattle attracted and allowed many hippies(true hippies) to live and breed in their city parks.

So, this kind of thing started many years ago.
The hippies would pan for money. Mostly the young girls would try to do the begging to get money for the drugs they would use. If you would refuse, they would offer sex for the money.

That may sound good to some here, but most of them had not had a bath in???, they were skinny from not eating and looked like a flea and drug infested mess. They had needle tracks on their arms and legs and looked deathly ill.
I felt sorry for them, but money was not gonna help.

A while back we were introduced to a fellow, construction worker, had a work injury, now addicted to pain killer drugs. A non-profit we work with provided food/clothing/shelter/transportation for a few months. Turns out everyting was converted to drugs. We then understood why his family wouldn't provide any assistance, they had the same experience we did.

As homelessness explodes in America's blue cities, something's getting harder to harder to hide now:

The curious rise of homelessness spending, which rather counter-intuitively, seems to be making the homelessness problem worse.

In Los Angeles, it's getting pretty bad, according to Time magazine.

Homelessness in the city of Los Angeles has increased an estimated 16% since 2018, according to the Los Angeles Homeless Services Authority (LAHSA), an agency that oversees government funds for homeless services in Los Angeles County.

LAHSA also reported an estimated 12% increase in homelessness since last year in Los Angeles County.

In a place as big as Los Angeles, that's tens of thousands of people, as the article notes. Here's the thing, though:

The uptick comes two years into a local 10-year initiative to aid people in need, which includes investments of about $355 million annually, along with a $1.2 billion investment by the city, to build thousands of supportive housing units over the course of the next decade.

That's weird stuff, given that the money is being shelled out supposedly to halt homelessness. That's some mission they've got there, now that the homeless population has expanded.

Instead of admitting that they're doing something wrong, the leftists running Los Angeles vaguely explain what's happening this way:

The LAHSA blamed “economic forces” that have outpaced the growth in resources for people who are experiencing homelessness in a statementreleased on Tuesday.

“Our ability to reach, serve, and house people experiencing homelessness has risen enormously since voters made unprecedented investments in our homeless services system in 2016 and 2017,” said Peter Lynn, executive director of LAHSA.

That's pathetic stuff, given the lavishness with which they've been showered taxpayer money, supposedly to improve a situation. They aren't improving it. If they were a football team or a military and produced this result, they'd be fired, because all they've produced is failure.

Which calls to mind what all these panacea government programs really are about. Not helping the homeless, as it happens. Just hiring bureaucrats, supposedly to 'service' the homeless. Bureaucratic hiring sprees require large numbers of constituents. That entices the creation and manufacture of more homeless people, however real, to stand in line to be serviced by those bureaucrats, otherwise there is no justication for their existence.

Los Angeles could have done a heck of a lot better for the homeless, were they serious about this, by handing out $100,000 checks to all 35,000 homeless the bureaucrats have been hired to 'service.'

That's never going to happen, because homeless help is never about results. In fact, the money pegged to help is actually all about expanding the size of government, something Los Angeles has done in spades as it browbeats citizens into Paying More. As economist Thomas Sowell has put it, you can have all the poverty you want to pay for.

Los Angeles is paying for a lot. And with the economic dynamic for bureaucrats so good, you can bet the call for funding is only going to grow even as the results get worse and worse. As they say about insanity...you can bet they'll be doing this over and over and expecting a different result.

While this article details political (government) culpability, there is a lot of private sector (business) that benefit from the "homeless crisis" or help to create it! Every Western state with medium to large urban areas are providing for the 'homeless', even providing apartments etc in lieu of mimimal shelters. Local news tell of fully employed persons being displaced because of rent increases (yes it is happening locally) as one cause. While there are those who do choose that lifestyle, there are others who are forced into it for a variety of reasons! Not excusable but it is understandable. And it does encompass all political, social and economic spectrum's. No simple solution exists to a thousand year old issue.

Homeless Industrial Complex

Having grown up in San Francisco, homelessness has always been an issue, the last 20-years it's gotten crazy while the public has gotten more accommodating. Most of them are mentally ill, I'd say about 40% have some kind of mental issue; they range from the off-kilter gang member, to the guy who can't keep a job or, any kind of relationship due to their state of mind. 30% are drug addicts and closely related to the mental community, they've fried themselves so badly that there's very little hope of a turnaround. Their drug usage has evolved them into the previous mental patient group. 20% are plain lazy, not very smart and content feeding on the bottom; they aren't good with numbers as spending discipline or, lack thereof is a common trait. This group actively games the homeless industrial complex, often times roping-in the above mental and drug groups and taking advantage of their shortcomings, this group are the leeches, the predators. 10% truly are down on their luck: overwhelming bills, job loss or, tragedy pushed them into the situation.
