Don't independent truckers own the tractor but not any trailers? They would have to find a trailer to use. Is this not the way it works?

I believe that some also own their own trailer's however not all. Depends on how they choose to operate.

^^^ I agree in principle but, historically, mixing the issues to be resolved tends to work against getting the outcome one wants. If nothing else, the media will muddle the air war narrative to the point that it's hard to gain broad-based support.

If they are smart that is exactly what they will do. Just drive on the beltway. Not stop, not park, just drive.
There is no law that says people cannot drive anywhere they choose to, and if traffic jams result that is not a crime.

Actually many jurisdictions do have laws against this. Most are tourist destinations and they tend to be called no cruising ordinances.

Yea - and that's just an utterly bullshit expectation when: 1) laws are no longer intuitive and are sociopolitically biased, 2) politicians don't even know what the laws are or mean, 3) LE doesn't even know what the laws are.
Before a regular citizen is expected to know the law, there are other classes that should demonstrate it first. If the people that make and enforce laws don't know them, don't expect a citizen to know them either.
