My 00 Bonneville would park them. The 12 Lincoln doesn't.

I turn the wipers on and turn the key off when they hit the end of the stroke so I can reach them to clean them.
2018 Honda, none of my other rigs parked when the key was turned off.

Our Audi's park them. A 2012 Q5 and 2014 A6. This is while in the automatic setting and not the "on" position. I have not tried the on position as the automatic setting works great.

My 2000 F250 would not park them, but it didn't have an automatic setting.

Looks like the cars I have that have keyless start all park the wipers when the engine is stopped.

In my 50 years of driving I've never had a car that 'parked' the wipers when the ignition was turned off.
On every car they just stop wherever they are.

And I have keyless ignition on my two current cars.

Mine do. Even more surprising, one car actually moves them to down position, but when/if car is shut off moves back up just a hair half/some of the time. Apparently designed to flex the blade downward instead of always up when parked to extend blade life. Neat.

My 2019 Ram 1500 does (push button ignition) - it will also auto shift to park and put the parking brake on if I hit 'Off' while in gear. when the truck was new I tried 4 or 5 times (start/stop) to get it to stop when them at the 'top' of the swipe to make it easier to clean the drivers side blade (something I do when I wash the windows at the pump).

It'll also autoshift to park and apply the parking brake if the door handle is pulled while in drive. You can not shift to drive if the drivers door is open.

Both BMW's wipers return to park when the ignition is turned off, as does my '14 Ram 1500
(push button ignition)

Six Fords here, built from August 65 to 2009, none park the wipers.

Inspector is full of shit. I would have demanded to know what parts were defective and the labor involved to get the wipers to pass inspection. Once he's done fumbling around trying to quote a repair to fix something that was working as intended by the manufacturer I'd report him to the DOT. This is assuming your vehicle doesn't "park" the wipers. The vast majority of vehicles don't do this.
