Do they get a brake on postage ?

I have picking up the neighbors mail for three months while she's away

Out of 84 pieces of mail in 90 days,
Only 16 were not junk mail.

Most were wanting donations

I had an old lady, who had lost her mind, she donated to some charities, then more, then more. She got so much I'd pack it up and hop it out like a parcel. One day I finally counted how many she got, in just that one day, I shit you not, 74 letters, all charities wanted money.

13, 13 different charities harpliing at her because she sent $ 5.00 to boys town and $5.00 to v.f.w.

Depending on what hoops they jump through, non-profit costs for marketing mail on a one-ounce letter are a little over 15 cents, compared to first-class postage for retail customers (us regular folk) at 78 cents. USPS postage calculator link

As to why the USPS gives junk mail a price break...that's a head-scratcher.

And, yes, the charities sell/trade donor lists. Generating revenue for their cause becomes a main focus for their administrators, and finding donors is a big deal.

One way to track this is to put phony apartment numbers on your correspondence, unique for each donation. Hypothetical example: donate, say, to Greenpeace putting "Apt: GP11" on the donation address form sent in with your donation and don't use that phony apartment number anywhere else. If you then start seeing mail coming in from other places showing "Apt: GP11" you'll know who sold them your info. Wink

Not only do you get those letters asking for donations but in them you get those little pads with your name on them or a bunch of cheesy address labels with your name and address on them trying to guilt you into donating since they sent you a "gift".
