I think all of business and property owners that suffered losses during the riots should sue all of those named in the settlement for $3million under the grounds of inciting a riot.

Generally, a "personal injury" settlement is not taxable. Exceptions do apply.

It will be pissed away within 12 months, 18 at the outside.

It won't be taxable. Settlements for personal injury are not income under the tax code. That makes sense - it isn't income, it is compensation for something you already had, namely your good health and intact body. If an award includes money for lost income, that is taxable. But a settlement will be structured so it is not taxable.
