Fairfax County PD has long taught control doctrine at the academy. Neighboring Loudoun County switched to de-escalation doctrine many years back and recently, FFX made that change too after a man in crisis was shot and killed on his doorstep and FFX had a long investigation about it. I can find articles and post if anybody wants to read more.

What I see in the video is the initial officer trying to maintain control using de-escalation techniques where 5 years ago, he would have drawn first, asked questions second after the man said he was armed and then failed to comply with all lawful orders.

I think that the incident you're talking about (that drove the training change) happened in Springfield, PGT. If I hadn't been on the computer when the initial press briefing was being streamed, Skins, I would have missed it also. Turned off the TV news back during the "C" virus days (too much gloom, despair and agony on a non-stop loop). Per the comments here and on YouTube, it could have been a lot worse perhaps.

The irony is that he was stopped for an expired state inspection sticker.

An inspection sticker that was at least fours months out of date (see below).

If he hadn't been as crazy as a shithouse rat, the MOST he faced was a small fine, since the Virginia Code states:

quote:
§ 46.2-1157. Inspection of motor vehicles required.
...
E. No law-enforcement officer shall stop a motor vehicle due to an expired vehicle inspection sticker until the first day of the fourth month after the original expiration date. No evidence discovered or obtained as the result of a stop in violation of this subsection, including evidence discovered or obtained with the operator's consent, shall be admissible in any trial, hearing, or other proceeding.

Are you referring to Sal Culosi? If so, IIRC, they said that was an AD when the SWAT cop jumped out of the truck. I don't believe that, but that was the official line. I lived a few doors down from him and heard the shot.

BTW, where in Fairfax was that video? I haven't been there in a long time, but don't recognize that intersection.

So that means you can drive up to three months on an expired inspection sticker?

That's what the statute states.

I'm with you, Sig2340. Perhaps if Jamal hadn't been going off the deep end, he may even have just gotten directed to get his vehicle inspected pronto.

I would have to wonder if the Officer would know about the statue. It would be that when I told him I was carrying, they would call in the SWAT team.

I have lived all over the country and I think they are not paid enough. They did a good job when they found me after I had a stroke and locked the place up.

On the other hand, I got a ticket for parking in front of my house due to the unknown statue of five feet from the driveway.

Then there was the time when the exit from Rt. 50 was blocked and I got a ticket for driving on the shoulder. When I pointed out to the Officer that there was a Yield Right-of-Way sign that they were violating, I get the deer in the headlights look. In the end, it causes your insurance rates to go up. Sometimes, you can't win.

I have had a number of encounters with Fairfax County police officers in my six decades of driving in the county. I cannot remember a time when they did not behave professionally and courteously even when I was less than polite myself. The officer performing the traffic stop seemed inclined to go out of his way to cut the asshole some slack. An obvious result will be that officers will be somewhat more brusque and less tolerant of abberant driver behavior at least in the near term. I am not faulting them for this, they do a dangerous and necessary job and we should all be grateful for their dedication and service.

I hope the the injuries suffered by the officers in this incident do not result in physical impairment, and that they are back on the job soon. Fairfax is one of the locations that are having a hard time recruiting LEOs perhaps at least in part because of our weak and woke Commonwealth Attorney and the policies he has put in place.

Incidents like this just seem to me to be illustrative that, for whatever reason or cause, more and more people are becoming violently unhinged.

I will say that double stack ending made me cringe. I was just picturing lots of friendly fire wounds to wrists and hands if everyone started shooting.

Well. That law sucks. Cripes. Nothing like kneecapping cops trying to get turds off the street.

According to the FoxNews article, he didn't have a driver's license or vehicle registration.

"On April 23, an officer pulled over 36-year-old Jamal Wali for speeding. Wali also had an expired safety inspection sticker. When he was pulled over, Wali slammed on the brakes, something the officer who initially approached Wali’s vehicle noted.

Wali then informed the officer he was armed and asked why he was being pulled over. From there, the situation took a chaotic turn as a clearly distressed Wali began shouting, cursing, refusing to give his name and saying he had no driver’s license or registration for the vehicle
."
