There is talk of a ballot measure that will probably take the form of a constitutional amendment, thus overriding the law. This was mentioned in the news piece. We/They have to get 124,000 signatures on the petition to get it on the ballot.

It seems like a States rights issue to me. The states currently are at liberty to decide how their electoral college votes are distributed. 48 states are “all or nothing”. The remaining two distribute their votes, more or less, based on the popular vote within the state.
If individual states wish to accept a less self-serving, more democratic approach, they seem constitutionally at liberty to do so.

I don't imagine states can legislate to circumvent the fundamental constitutional structure of our electoral system. If the states want to bypass the electoral college they will need to ratify a constitutional amendment. Their national vote project will never survive a legal challenge.

I am not much of a salesman. OTOH I am working on seeing that the 2 I sired know and appreciate liberty and libertine concepts.

I'm no lawyer, but this seems to be about the same as a state passing a law to rescind women's voting rights. I am pretty sure a state cannot pass a law to overturn the Constitution.

But then again several have passed laws essentially overturning the second amendment.
