You want the greatest full-time noise reduction rating (NRR).

(IIRC, most foam earplug offer better NRR than most earmuffs anyway.)

Electronic noise cancelling headphones can do a decent job of getting rid of the ambient noise, but it won't greater that earplugs or earmuffs.

Noise cancelling headphones used for shooting cut off the microphones when a noise reaches a certain decibel level (the gunshot), so they won't work well for your intended application.
