The volume difference between the programming and commercials was nationally outlawed some time ago, but there was no teeth in the law. After a little while it went back to the normal extremely annoying volume increase for commercials. I don't think it's an accident. They probably think that making the commercial too loud will make you buy their stuff, but it has the opposite effect from my pov.
