Oh, and before someone chimes in with "you can still dial 911 for free," I'll point out that nobody carries a landline in their pocket, and if everyone's cell phone is jammed, nobody's calling 911. Since this thread is specifically mentioning a BLM protest, if you want to count on businesses staying open and allowing people to come in and try to call an ambulance on their landline for a good guy who's bleeding out during a riot, then you're not thinking it through.

I wish I could find the Portland weekday morning traffic disruption from last year where the guy trying to get to work throws one of the idiot protesters' phone down the street. That one was gold. I can't find it anywhere. I think it was Portland, could have been Seattle.

So it's not a jammer to prevent them from making calls, you want something that disables their phones/cameras. That means some sort of portable EMP device. The problem is you'll then have to shield your own devices from the pulse, and your Lamborghini as well.

I was on a business trip 6 years ago in California and at every high end restaurant we went to your phone logo on your phone would turn red and you wouldn’t have any reception. I suppose the camera would still work though.
