Yes stamped metal and painted, very old school. They just don't hold up to the weather here. NJ went to a flat printed plate a while ago and not sure if they are plastic or something but they seem to always look better no matter the age.

TX has/had a large fraud racket for paper temp tags. IIRC, millions/yr in lost revenues. I've heard that TX LEO are now encountering fake metal tags that are printed onto a wrap material then placed over metal tag blanks. Criminals will always find a way. I recently purchased a new truck. I had TX Parks and Wildlife tags on my trade-in. I was told the transfer fee would be $200 so I opted for regular tags. The finance guy pulled a set out and put them on the truck. No temp tags whatsoever. Still don't have a registration sticker for windshield though. They let me keep the TXPW tags.
