Actually, it is HIPAA.

I believe you can, however, ask to whom the placard or plate is registered.

fwiw. When I take my father to the VA I drop him off at the front door. Then I go park in what he calls a potty chair spot using his placard. Most days he will walk out to the car, still a fair distance. Sometimes not and I retrieve the car and pick him up. Never been questioned or called out but I am mentally prepared to calmly explain the situation. But if some alpha hotel starts off ugly without knowing the facts he's going to get educated.

Actually, it’s not a HIPAA violation. You can ask all you want to.

Park at your own risk...This afternoon we went to late lunch at a very popular BBQ/Seafood resturant... Have a hanging handicapped tag issued for wife Walking (w/cane) for short distance... 4 marked spots in front of door.. other 3 spots occupied by non tagged vehicles.... so be it... but have been known to drop her off by door and park farther out then retrieve her later... Actually 3 other cars parked in other business lots seperated by elevatuon change and grass areas from the resturant parking lot.... ParK at your own risk. ... It not a HIPPA violation to ask who the placard was issued to... I believe If the property is private then the owner of the property can have the vehicle towed if on the property without authorization especially if lot is posted. ..................................... drill sgt.

Who knows about the rules in California because everything in California is crazy, but I used to work for a tow company years ago that patrolled parking lots for assholes that parked places they weren't supposed to. Also had a lot of contracts that weren't necessarily patrols, but the management of whatever place just called and had whatever towed away.

There was a bank across from a couple night clubs and bars people would park in all the time. They had a contract set up that if there was ANY cars in the parking lot after 7pm tow them. Our guys would tow so many cars from that parking lot every Friday and Saturday night.

People are VERY entitled and don't realize or care that companies pay a lot of money for their building/parking spots for their customers.

I always love people that say they are going to call the police on me because they are offended or something. What exactly do you think the cops are going to do? Most of the time cops don't give a shit what happens on private property so even getting a cop to respond would be an act of god.

I've always had a challenge with areas like that when cities allow businesses (usually bars and restaurants) to occupy spaces and have inadequate parking. Those 'Main Streets' are known for that.

Which...

Leads to entitled people parking where ever they feel like regardless of who actually owns the lot. Nothing like trying to got to a store and not having to park 3 blocks away because bar patrons filled the stores lot. One of the things I always do when I get invited to meet someone in an area like that is check parking. If there are 15 bars and restaurants and no parking lots I'll usually suggest we go elsewhere.

This is a combination of poor planning and entitlement.
