Is the recoil spring with the white paint the correct one for the P228?

Yes, that should work, same as 9mm P229.

The P228 recoil spring does not have any paint.
Can I ask nicely why a P228 spring is not used?

I do cut one coil off a non-painted P228 recoil spring and use in my P229-9 when using P9HST4 but I have never used a weak P229-9 spring in the P228.

I was looking for a replacement recoil spring for a P228. A local shop shop mentioned that the white painted spring would work. Thought I'd ask.

I’m sure the 9mm P229 spring will work fine. If anything, I believe that the specific spring designed for the P228 is a little stiffer due to that gun’s slightly lighter slide.
