Oregon voters will consider a gun control measure that opponents say would 'virtually eliminate firearm sales' in the state

Gun control opponents worry an Oregon ballot measure will make their communities less safe since police agencies will be forced to fund and operate a massive permit-to-purchase program.

"This is the most extreme gun control measure in the country, or at least one of the most extreme," Oregon State Shooting Association President Kerry Spurgin told Fox News. "It will virtually eliminate firearm sales in Oregon as written."

If approved, Measure 114 would require a background check, hands-on firearm training, fingerprint collection and a permit to purchase a gun. Police would be required to maintain an electronic, searchable database of all firearm permits.

The measure would also outlaw ammunition magazines capable of holding more than 10 rounds.
Supporters believe the measure, also known as the Reduction of Gun Violence Act, will curb homicides, suicides and accidental shootings.

"When our neighbors are bleeding, we cannot stand idly by," Rev. Mark Knutson, one of the chief petitioners for the measure, told The Oregonian. "We had an imperative to act."

The interfaith group Lift Every Voice Oregon crafted the measure and collected more than 130,000 signatures to place it on the ballot. Representatives of Lift Every Voice Oregon did not respond to emails requesting an interview.
Oregon already requires a background check on gun sales, but Measure 114 would duplicate the process, according to the Oregon State Sheriffs Association. It would also require local police departments to create and fund programs to issue permits.

"This measure will not make our community safer," Deschutes County Sheriff Shane Nelson said in a video statement. "It will put our communities at greater risk for violence because it requires that every sheriff's office and police agency divert scarce public safety resources to background systems that already exist."


The state sheriffs' association expects the bill will cost local governments $49 million annually, though permit fees would bring in up to $19.5 million a year based on an estimated 300,000 annual applications.

The high-capacity magazine ban would kick in 180 days after the bill's passage, but it's not clear how soon a permit would be required to purchase a gun. Opponents say the level of training required by the bill is not immediately available, leading to concerns that it will effectively stop firearm sales in Oregon.

The state could pause gun sales until the new systems is up and running, but University of Oregon constitutional law professor Ofer Raban told OPB such a move would quickly be challenged. It's more likely gun sales would continue as usual until the firearms safety courses and permitting system were established, OPB reported.

Six states and Washington, D.C., require a permit to purchase any gun, while several other states require a permit to buy handguns, according to Ballotpedia.

A poll commissioned by The Oregonian showed 51% of likely voters support the measure.

If Measure 114 passes, legal challenges will likely follow. The state sheriffs' association noted the Supreme Court recently ordered the 9th Circuit Court of Appeals to revisit its ruling upholding a similar magazine ban in California.

"Unfortunately, that will cost Oregon time, money, and it's going to impact Oregon citizens, law-abiding citizens," Spurgin said.

Sadly it passed.

I guess the guns that I have are all the guns I will ever have from this point forward. Unless there is some type of court turn-around.

Just not worth it to get background checked twice.

a few notes:
--Passed with a margin of less then 10,000 votes.
--Out of state money. Most from Steve Ballmar's wife.
--An army of paid people to get this pushed through
--the ratio of money raised by the "no" people was only about 1/10th that of the "yes" people
--started by a church group and meetings were at a church. I guess the days of churches not getting involved in politics is over
--The "yes" group made 300,000 phone calls in the last week to [push their agenda.
--2 issues are in the measure. 1] background checks, 2] Mag bans. The law only allows one issue per measure, but somehow they got away with it.
--the "yes" people told lie after lie after lie, targeting those who really don't understand existing law.

Trying to stay positive but it's a sad day....

My sympathies.
But although I sound like an old stuck record on this, the “Democrats have learned their lesson on gun control, and that’s the end of it,” mantra of years ago wasn’t just blather. As I mentioned in another thread about the election, convincing the people who should be on our side of untruths has consequences. It’s been a while since we’ve heard that particular nonsense from people who should know better, but once convinced, many people are hard to unconvince. At one time the Dillon Precision company urged its customers to “Vote like a gun owner,” and I believe if every gun owner did that, then the enemies of our rights would in fact learn their lesson. But many—perhaps most—gun owners don’t.

Best of good fortune, whatever that may be. At this point I suspect our only genuine hope is, somewhat paradoxically, the fact that the antis are reacting in such frenzied ways to recent Supreme Court and lower court rulings that they will make it hard for the courts to ignore them as has so often been true in the past. And we can hope that things like your 114 will knock the scales from the eyes of gun owners elsewhere who deliberately persist in their obtuseness: “Oh, I live in a safe space where we don’t have to worry about such things.” Roll Eyes

I don't have a problem to solve here, and there ongoing efforts to strengthen our 2A Rights & Freedoms, including efforts to establish NH as a 2A Sanctuary State.

The first consequence is the background check system was flooded and broke.

Second consequence due to the broken background check system is no sales or purchases can take place legally since Oregon banned face to face sales a couple years ago forcing all legal sales to go through an FFL.

So before this even went into effect we have de-facto gun control.....

Might make sense to see if one's house of worship is/was a member of that particular group, and if so, voice your concerns to the leadership.

^^ Churches are another story around here. There seem to be a large number of faux churches around here which exist simply for political purpose, power and money. The churches which were involved with pushing this measure fit into that category.

Seriously, they had regular meetings for their "yes on 114" committees AT THE CHURCHES.

The main point of contact for this measure is a Pastor of a Lutheran Church in Portland.

That said, I think the main reason this passed was the $750,000 from Steve Ballmar's wife, which was used for advertising and an army of telemarketers calling over 300,000 people in just a couple of weeks, and lying to people saying "it's just a background check." They failed to mention that every gun sale ALREADY HAS A BACKGROUND CHECK in Oregon. They also made statements like, "Even gun-owners want this to pass."

Anyway, the "no" side raised only a fraction of that money.

I'm not sure why, but the NRA was completely absent on this one. Crickets. The NRA-ILA website had no updates since August on the measure.

disappointing since over the years I've donated a boatload of money to them and became a Patriot Life Member some years ago.

The only possible defense for the NRA would be if they wanted it to pass so they could have a court case to challenge. Possible, but if that's the strategy, THEY NEED TO COME CLEAN ON IT NOW. Crickets is unacceptable.

With the passage of this I have done my part and ordered a few three packs of 20 round Thermold magazines for my M1A.

I will not comply.

I might see a few trips to Idaho after the measure goes into effect in Jamuary 2023.

It begins...

Got notice from the range I belong to that they are stopping all FFL transfers, immediately.

Ballot Measure 114 has passed in the State of Oregon. Unfortunately, {deleted} is pausing our FFL activities until the legal procedural practices can be determined. The State's background check system has been inundated today and approvals could take longer than the law's grace period to complete.

Therefore, requests made after midnight today, November 11, 2022 will be rejected. We will do our best to resume this operation as soon as possible. We will send out an email message and the transfer button on our website will be restored when we can continue.

So no more mags over 10 but I can keep the ones I have? How do you know when I got em? I can buy magazines anywhere I want. You bastards just take away my ability to ship it directly to my house. Jackson County and I think the rest of the state doesn't think this is funny.

It's now more complex to buy a Gun in Oregon than it is to get a CHL.

Seriously. training with Live fire to buy a gun. CHL doesn't require live fire. Plus CHL is shall-issue, while the gun-buy permit is clearly not.

Looking forward to the court challenges. Sadly, dealers are already starting to shut down, as has been well publicized.

Also, I see a lot of 80% builds in the future. I think those are still legal -- not sure.

Right from the State Police. Firearms Instant Background check daily numbers are out of sight.

Yes, that's what I said. No more gun sales in the state after Dec 8th, at least for a while. The system required by Measure 114 does not exist, so that's that, at least for now.

Oh yeah, years even. The last time they tried to ram one through was 10x worse than this one. 5 round limits on everything EVEN revolvers and other measures that even Stalin would have walked back a little.


Repubs walked out of the vote on that one and were escorted out of state by militia groups. Kate Brown threatened to have state police hunt them down and arrest them. Ludicrous. But it came down to that, and those of us watching were getting ready for that one.

1 thing the hippies up there in Oregon have in common with the Ranchers, farmers, salt of the earth types they all just want to be left alone. Nobody is enforcing this crap. To get a cop to my place, they have to send 2 and it's an hour drive. The county next to us, Josephine there are no cops.

I, too, live in a free state. I take Sigfreund's comment to be directed at gun owners who ignore the threat to freedom on the basis that it could never happen where they live.

We see plenty of gun owners shrugging off the little incremental changes because it doesn't affect them. Hunters who don't care if ccw laws are tightened, target shooters who don't care if restrictions are put on "assault weapons".

Too many people underestimate the fervor of tyrants.
