Gov. Larry Hogan blamed the heroin trade and lax gun-crime sentencing for driving violence that has killed 180 people in the city this year. The number dead through June was the most since 1992 , when 100,000 more people lived in Baltimore.

He said the state has already provided the city with $64 million since 2015 to aid crime fighting and designated $50 million more to address the opioid epidemic.

"We've invested a tremendous amount of money there, more than any other place in the state," Hogan said of Baltimore during a brief interview. "It hasn't really worked."

Top police officials reiterated during the news conference that the department does not have enough officers on the street. While the agency is staffed at one of the highest per capita rates in the country, it is also down several hundred officers from just a few years ago. That doesn't take into account officers on suspension or other types of leave.

Hogan linked the city's violence to the statewide drug and alcohol overdose rate, which has more than tripled since 2010 as heroin laced with deadly fentanyl flooded the market. Last year, the city accounted for a third of all overdose deaths in the state.

On Thursday, Hogan said the "heroin problem" in the city "is responsible for most of the crime."

He also went on to blame gun crime prosecutions, citing statistics compiled by Davis that show most people arrested for gun crimes receive suspended sentences.

"Probably one of the biggest parts of the problem is that 60 percent of all of the people that are arrested and charged and prosecuted for committing crimes with guns in the city are let out into the streets. They don't serve time," Hogan said. "It's the same people committing the same kinds of crimes over and over. It's a problem, not with the policing, but with the state's attorney's office and with the court system."

A spokeswoman for Baltimore State's Attorney Marilyn Mosby dismissed Hogan's characterization that lax prosecution contributed to the violence.

"Finger pointing will not solve our city's issues with violence; it will only get in the way of developing real solutions," spokeswoman Melba Saunders said in a statement

Baltimore Mayor Catherine Pugh fired police commissioner Kevin Davis today, citing the city’s high rate of violent crime. The Mayor named deputy commissioner Daryl DeSousa as his replacement. The Baltimore Sun reports there was confusion Friday morning as other members of the top brass were also cut off from police headquarters:

On Friday morning, the department’s other two deputy commissioners, Dean Palmere and Jason Johnson, had their access to police headquarters cut off, according to sources — signaling a larger purge of top commanders who were put in key leadership roles by Davis.

The sources said confusion was rampant on Friday within the department, as other commanders had their access to the building, and to their computers and cellphones, cut off as well.

Police Commissioner Davis had a contract that lasted through 2020, but Baltimore came very close to setting an all-time record for the number of murders in the city in 2017. The city ended the year with 343 murders. The record high was 344 murders. However, last year did set the per capita record for murders because the number of people living in Baltimore has declined. Those grim milestones were obviously the main motivating factor behind today’s firing.

Well to be fair she has dedicated a lot of resources toward prosecuting police officers. You can't expect her to do everything at once. Real criminals just aren't a priority.

Yeah, all those guns on the street are doing all the damage and are the primary reason for the social collapse of that dump!!

I would be a goodly amount that not a single one of those guns just went on a rampage and starting shooting people. All that criminality is not caused by guns! As we here all know. It is caused by trash who have been on the gubbermint tit for so long that their great, great grandparents were part of it.

There are solutions to this shit in Baltimore, shitcago, and all those other ghetto rat infested shit holes. But the politicraps are simply not willing, or are too stupid, to figure it out.

Of course, there is also the political corruption in which the nation is willingly sacrificed on the altar of keeping some idiot politician in office.

It's the police's fault, it's the guns on the streets fault, it's the lack of community centers fault, it's the education systems fault, etc. etc.

It's always been that way and it will always be that way until the whole system collapses.

Baltimore Mayor Catherine E. Pugh is poised to launch a new effort to support and expand mentoring and other services aimed at helping African American boys and men avoid falling prey to crime and violence.

The mayor’s new Office of African American Male Engagement is set to begin operations on Feb. 12; it is modeled after a similar effort in Philadelphia. It will be led by Andrey Bundley, the former city high school principal and mayoral candidate.

“We want to save lives,” said Bundley, who will leave his position as a safety director for Baltimore City Public Schools. “The reason the office is important is because too many black men are either the perpetrators of crime or victims of it. It is about saving lives.”

Over the past five years 1,220 black men have been killed in Baltimore — 84 percent of the 1,449 homicides between 2013 and last year.

The details of the office — including Bundley’s salary and how much it will cost to run — have not been revealed, but the mayor mentioned it during a meeting with community leaders this week. She said she is modeling the effort after Philadelphia’s Office of Black Male Engagement.

Jack Drummond, director of Philadelphia’s office, told The Baltimore Sun that his office has trained police officers and school teachers about how to avoid letting their biases affect the way they perform their jobs. The office also houses the city’s My Brother’s Keeper, a nationwide initiative started by President Barack Obama when he was in office to address opportunity gaps for boys and young men of color.

“It’s been in flux around the nation,” Drummond said of the initiative. “But it’s growing and we’re looking to reinvigorate that work.”

Bundley said his office’s staff, which will include “three millennials” and an employee “who knows the streets,” will build on a network of existing mentoring programs and experienced male role models — including sports coaches in schools, reentry counselors for men coming out of prison and church workers.

He said My Brother’s Keeper also will operate out of his office and that he hopes to build centers that provide peer and sponsor support similar to how 12-step addiction recovery programs operate.

People in recovery attend meetings “to be reinvigorated and to be encouraged not to use again,” he said.

“We need that kind of space for individuals who don’t have a father or who have come out of prison or who are going through the process of getting a job,” he said.

Many young black men in the city do not have families to turn to and would benefit from a network of such meetings, he added.

Bundley said there are 186,000 black boys and men in Baltimore and that those who can serve as role models need to participate.

“The goal,” he said, “is to ensure that any male in need of support gets it.”
