Certified Mail only means the USPS can track it to the general area they lost it.

On Friday November 20, 2020 I mailed a document to the local SS office (18.3 miles) from the local backwater post office.

Expected delivery date: Monday, November 23.

Monday 23, text message: Arriving Late
Tuesday 24, text message: Arriving Late
Wednesday 25, text message: Arriving Late
Thursday (Thanksgiving) 26, text message: Arriving Late
Friday 27....
Saturday 28...
Sunday 29...
Monday 30...I filed a Lost/Missing Mail inquiry on line.
Tuesday December 1...visit backwater PO, give info to the same clerk. Gets my info (tracking number and my name/phone number)
11:00am "receiving" PO staffer calls me and tells me he is going to BACK TRACK the mail. Apparently it didn't get past the "Distribution Center".

The document I mailed was to be returned to me by the SS office. The office is closed for in-person visits except for DIRE Emergencies so the only way to get the document to them was by mail.

Wednesday Dec 2...silence.

Due to the sensitivity of the document in the mail I froze my credit on all three agencies.

FORK.

I needed to get some paperwork to my pension plan recently. I mailed the stuff first class and the pension people claimed they did not get it.
So... Off to the post orifice to send it registered with return receipt.
Got the return receipt about 2 weeks later.
Who signed for it? COVID 19!
When I went back to the PO for details, they told me that an "agent" can sign for registered mail.
So COVID 19 is a USPS agent now.
Made no sense and a waste of time, $$$ and energy.

Perhaps you are not aware that brokerage firms, and doctors offices communicate in this fashion. I use mine daily. It sure beats using the police radio. LOL

I tried the fax thing. Refused. The documents had to be notarized and they wanted to see the originals.
Which relegated me to USPS.

I guess that is their perogative. Faxes are a quick way of sending secure information. My pension plan is private and for the princely sums they ask for keeping it IRS compliant bettter accept faxes. I get faxes from insurance companies daily regarding information, authorizations etc. I am still waiting to get my stuff from Duluth which was promised five days ago by the USPS tracking system.

Today I received my document back from the Social Security Admin. It was in the stamped self addressed envelope I had mailed to them with the documentation.

So, somewhere between the USPS Distribution Center and final Post Office, my Certified mail dropped out of the system and was delivered without tracking/certification.

Whatta Cluster Fork.

As part of my business real estate closings we payoff peoples credit cards. We mail about 100-200 pieces a month of standard envelopes, to po boxes around the country. In the last 90 days the mail service has gone to complete shit.
we did this for 20 years without fail. 60 days before the election it went to total crap.
Do anything you can not to use regular mail for something important

I can confirm the above. I have been doing business with USPS for over forty years and the last two months have been terrible. At the moment I only get mail twice per week at my home address and at irregular times. My PO box mail has been slowed and delivery at the office has been sporadic at best. They just lied and said they delivered a package which never arrived. The company sent a replacement after I was on hold with their CSR department for a half hour.

Certified mail isn't tracked, it just has to be signed for. It goes with regular mail.

Sorry to correct you, but my Certified receipt showed a tracking number. That is how I tracked it to the Distribution Center.

I can tell you with absolute certainty the reason it was "lost" in tracking, is because there is no actual tracking of certified mail like with packages etc. Things that are tracked are scanned into the unit (Post office) and then scanned on to the route when they physically go into the truck. Certs don't go through any of this, in fact, we get certified letters in our machined letters (which is retarded), we don't even sign for them anymore. If it's a larger document, it comes in a tub with all of our other mail.
Certified mail is simply 1st class mail that requires a signature.
