Powder and primer delivery requires signature and no changes?

I ordered some powder and primers from Brownells. They are requiring a signature and I cannot change the shipment in any way via my FedEx account due to shipper restrictions. Usually I can either hold a a FedEx facility or pay for an after 5pm delivery.

Are these locked down delivery restrictions common?

I believe so for a hazardous material shipment.
