Movies with an action scene that outdoes the rest of the film
As LastCubScout mentioned, the first movie that came to mind was The Kingdom. I was bored with it until the final sequence, and it was just enough to save the movie for me.

Been a long time since I saw it last, but how about 'To Live and Die in LA'?

Car chase was amazing, but I recall the rest wasn't much to hold your attention.

Mile 22 (2018). It stars Mark Wahlberg. The action sequences on the way to the airport are not bad. The rest of it is convoluted. There is supposedly a sequel in the works. It did better box office outside the U.S. The movie has a Bollywood vibe, which probably endears it to foreign audiences.
