It's basically about her perspective regarding tragedy and her family's nonchalance, as I recall.

a) had been seen by the preacher with Billy Joe throwing 'something' off the bridge that he later jumped off of, and

b) didn't eat anything at dinner after hearing the news, and

c) spent the year after his jump picking flowers and throwing them off the bridge, too.

Per the lyrics, the young preacher Brother Taylor saw someone who looked just like the narrator with Billie Joe, tossing something off the bridge.

One theory is it was a stillborn baby, and Billie Joe's guilt over that death leads him to make his fatal dive.
