So if I buy an H&R lower that accepts colt pattern SMG mags and paired it with the DOE upper, would that work?

Probably use a suppressor that will get double use on the UZI. Some short fat suppressor, because fork over function all day!

My PCC is a Rock River lower with a Colt Magazine Converter in it. I don't know the manufacturer, as I bought it made from Osage County Guns during their closing up shop sale.

It has been absolutely reliable, and it converts a standard AR lower to use the Metalform 32 round Colt Stick magazines.

Yes, it will be fine.
The lower is just a standard 9mm carbine lower that uses Colt pattern mags.

Heck, there are some 9mm conversion magazines out there that will run in a standard AR lower. All you'd need is the upper.
Exomags seem to be the ones to go to.

My gun store has a bunch of “gun vault” SA guns. Supposedly new or basically new gun show guns. Whatever. I picked up a Colt pattern Saint Victor 9mm PCC. Are Duramags any good? If not what should I buy. I’m new to colt pattern stick mags.

Hahn precision is how you get to 9mm colt mags in a std. lower with an adapter. You then need any colt type upper and GTG. From the looks of it the H&R looks to have the adapter as well? Its how colt did it initially. it has been my experience that the specific 9mm forged recievers do better but maybe you want something retro and authentic? With exomags you have to navigate what system and extractor you are using but otherwise they run pretty well. Edited to add if you have a bunch of Pmags around you can use Endomag conversions instead of the Exo mags. I happen to prefer those myself due to the mag being like a real mag.

Don't forget the buffer/spring change for 9MM
