No it was not allowed, when someone presented a rifle to use at work I had to document its condition, if things were changed or replaced I had to do it since I was “certified”. Really it was some BS dreamed up by the city attorney to try and deflect blame if there was a shooting or a lawsuit. If the guy wanted a new free float tube, I put it on.
