.5.56 and windage at ,400 foot out target
If there's a cross wind of 5-8 m.p.h. ,
How much do you adjust ?
2 inches ? Two and three quarters ?

With my data input.
Using 62gn at 400 yards with an 8 mph full 90 deg wind I get 18.5" or 4.5 MOA wind hold.
That will change depending on the angle of the wind, 3/4 , 1/2 value etc.

With the wind coming from about 1:30 it will change to about 10" or 2.5 MOA.

Pretty certain you're asking ballistics about the Trump assassination attempt.

400 feet to target -- which is about 133 yards.
I'll assume air Density Altitude of 3,000 feet, using JBM Ballistics.
From my own 16" barrel rifles -- MV of 3,020 for 55 FMJ, and MV of 2,630 for Hornady 75 HPBT Black.

The 55 FMJ drifts 1.8" for a 10 mph crosswind -- from 3 or 9 o'clock.
At 8 mph the drift is 1.4", and at 5 mph the drift is .9".

The 75 BTHP drifts 1.5" for a 10 mph crosswind -- from 3 or 9 o'clock.
At 8 mph the drift is 1.2", and at 5 mph the drift is .7".

I was astounded at the first answer,
But I am not a rifle shooter.

Frit's answer sounds like what I guesstimated ,
With almost no experience .

I saw the flags a flapping away .

Seemed like between five and eight or nine.

And, don't mediocre rifle shooters hit eight and a half by 11 inch targets on a pretty regular basis at 200 yards with 556 ammo ?

Off a bench with a sand bag or rest, with no adrenaline, not on a time-restriction, and not having just pointed your rifle at a retreating cop... yes. Had he been taking a body shot, this would have had a different outcome. Of course, we don't know what part of the body he was aiming at.
