Googled it, think it's the Delta Ring/base of handguards.

It would be interesting to see what the bbl diameter under the gas block is. It's pretty clear that they did not intend for anyone to replace the gas block. By drilling the taper (?) pin holes through the top of the bbl, there is no way for someone to install a standard A2 front sight base without drilling new holes in the bbl (hardly worth the effort).

BisleyblackhawkYep...it's a Ruger...The front sight is an F height and is a nice example of machining. It seems like an expensive process for an AR sight on a basic rifle and the QD sling point is a nice touch. Just about everything carries the Ruger eagle logo (just in case you forget it's a Ruger
)...

The threaded delta ring does make removing the handguard easier (as if that's something you have to do often)...again, it's Ruger

Because they have the capacity to make things "their" way. They dont have the capacity to make a forged front sight base, and they can save money by making it themselves, so they will just make a CNC machined front sight base. My understanding of Ruger is that they like to make as much as possible in house to control cost.
