Yes, if the Garand was a semi auto M1903 Springfield rifle and SIG was a subdivion of WF-Bern, else NO.
The closest Swiss self loading rilfe to a K31 is the Saurer (not Sauer) SL rifle, another prototype that did not make into production. Switzerland was not very sucessful with self loading rilfes.
SIG was not the only firearms producing Company in Switzerland. There was also: Waffenfabrik Bern, Hispano Suiza, Waffenfabrik Solothurn, Rexim Favor, Oerlikon, Saurer Arbon and of course Hämmerli.
