The Nagant carries it's cleaning rod in the stock under the barrel. If a careless conscript cleaned from the muzzle there would be the same kind if wear as there would be if they used a chain pull through. The Nagant cleaning kit consisted of the attachments needed to use the rod.

The Finns used cleaning rods. The main rod is stored in the stock under the barrel, and there's a separate pouch that has cleaning tips, T-handle, oil bottle, screwdriver, etc.
Their cleaning kits also included muzzle protectors, to help minimize cleaning wear.
