YES!

I'm not a gunsmith, but if all you are wanting is an AR, it doesn't require a 'smith.

It's been a long time ago but I've had people ask me to build them AR's and as long as they buy the lower, and I'll assemble it in any configuration they want.

Come to think of it, back in the old days ... when we had gun-shows, there were dealers with ton's of parts, different lowers, hand-guards, float-tubes, triggers, bolts, custom or basic ... just about anything you could think of and would build it for you while you wait, they would also assemble your parts for a price.
