The upper will run on any Colt pattern 9mm lower. To use an real collapsible stock, you do need a tax stamp.

You can get mag blocks to insert into a regular lower. There are some reliable choices. If you're using a standard AR trigger pack, as long as the PA bolt is ramped it should be fine (I think it is, a quick look from anyone who has bought one will confirm)

Yes. If you take the upper without a tax stamp, it's "constructive intent." Or, just don't do anything that gets your property searched, if you're going to receive the upper without a stamp..
I generally understand peoples reservations about SBRing and tax stamps.. but it is very easy, and you are no more "on the radar" than anyone else.

If only the ATF gave you specific instructions on how to do so. I still want to know where and how to do the fingerprint portion. THere is a place up the road that does electronic fingerprinting, but you have to pay for them to store them for you.

What a BS policy! I went to a local UPS store, paid a fee, got electronically printed, and got to keep the .EFT file for future use. From what I recall, that they had a webpage to search for locations to do this. This UPS Store had a particular kiosk that not all of them have.
I've uploaded it through the ATF efile website with the rest of the required forms/photo/etc. for the last several Form 1s and Form 4s.

Responsible Persons page, far right under "Actions" there's an X icon and a page icon with a pencil. Click the page icon, this will open a window where you enter everything. Center of that page is a field for uploading your .eft file.

Should be a website for your local sherriff. My FFL advised me to just use our state attorney general since they're the top LEO in the state. Works great.

OK, my fingerprints are done.
UPS is merely the location of the scanning machine. Certifix Livescan is the service. You fill out the card online and then get a QR code to present at UPS. From there, you're on your own again.

I ordered a Lula mag loader for these Colt pattern mags. They are very hard to load up.
It's SUPER easy to use and makes quick work out of a 32 round mag.

That is what I use for my current RRA 9mm SBR. Works really well with the Colt style magazine. I don't need to get any extra mags for the DOE as of this time.
