10,000 rounds is not enough to get a quantity discount. I suggest you keep watching for specials, and buy when prices are good. Look through this section and you’ll find lots of examples. The last 9mm I bought was at $209/1000 from Academy Sports, brass cased, but that had to be local pickup.
Last December I bought Geco 124 gr for $223/1000, and that was shipped.
I know 10K seems like a lot but in the grand scheme of things it really isn't. When I first got hit hard with the shooting bug, I thought ... I really want to buy BIG, really BIG ... Like 500 rounds at a time {me snickering now}. My concept of quantity was bit off to say the least. Now I never buy less than a case (1K) and have bought 3 or 4 cases at a time regularly. Nothing more than that never made good financial sense from what I found or what I could shoot. But alas with (rifle only now)reloading makes for a continuous supply.
I buy from SGAmmo for much of my buys. You’ll get free shipping for orders over $200. Locked & Loaded also has good deals, but charge shipping but no tax.
Target sports as listed above is good to go as well.

Back when I was buying ammo for my department we used MiWall for ammo. It would have been cheaper to switch to Target Sports USA, and they said it was no problem to handle our volume (an order might be 50k 45acp and 500k 40sw or 9mm) but they only wanted to deal with credit cards and my employer would only work with purchase orders.
In the amounts you're talking, Target Sports is where I would look.
