It uses several of the same parts as the 92 and mags can be modified. That said, I've been getting rid of my mint ones, slowly. I like them more than the PX4 that took it's place but I'm never going to shoot them.
I can think of a bunch of other things I'd buy for that same $$, as cool as they are

While it's a decent gun and an interesting design, I sadly have to agree with everybody above: unless you just want it for it's uniqueness, there's not much practical benefit over other stuff that is more readily available and has better support. I might pick one up just for the novelty if I found one dirt cheap ($200-ish), but I have better things I could do with $425.
Also, if you do decide to buy it, check the locking lugs on the barrel and the track in the slide for abnormal wear. The gun I had was fine (only issue was a bad round of ancient Federal Hydrashock), but while researching the platform I found some complaints of peening and lug damage. Not having seen it myself, I'm not sure of the circumstances surrounding those complaints, but it's a simple enough thing to check for, and something I'd want to do before plopping down my cash.

I used to be really into the Cougars. Even had one of the minty inbox ones. Got rid of all my full sized ones, down to the Cougar L’s. I like the Compacts, they are a good feeling gun, shoot well, but they just don’t do anything that I can’t replicate cheaper and easier. Plus, parts are starting to get harder to find. They are non standard in some simple ways that piss me off at Beretta. They share a bunch with the 92 and then on some stuff you are off on your own looking for Cougar stuff. Ugh. 425 seems steep for the condition described.

I really wanted a Cougar 20 or so years ago. I was carrying a Beretta 92 and loved it, apart from its size, and thought the Cougar would be a perfect replacement for carry. Funds were low though so I never got the opportunity to buy one, but if I found one today for the right price I’d probably get it just because.
The one you are looking at doesn’t seem like the right price to me though.

Well after finally getting over to look at the Beretta, turns out its a Stoeger Cougar, its not in bad shape and its price is $449. Wayyyyyy to much for the gun and given the market they are not moving on the price.
This thread needs pics. My well loved Cougar L. PW Arms import. You can see the markings if you look close. They did it small and tasteful and a little Aluma Black and you can hardly see it.
Actually, you can’t see them in the picture. It’s right above proof marks and I can barely see it in person. This is how all import marks should be done.
