UPDATE: 229 Legacy Upper on Legion Lower Problem Now Solved
I picked up a used older complete 9mm 229 short extractor "Legacy" upper off of ebay with barrel, guide rod and recoil spring -- and some near dead night sights.

It was my plan to mill this slide and use it on my Legion so I wouldn't have to mill the legion slide.

The slide goes on ok -- and it dry fires ok -- but if I try and rack the slide, it really doesn't want to go.

I can manually cock the hammer, and the slide will move with normal resistance -- but with the hammer forward -- it doesn't want to budge.

Thoughts?

You need the P228 (old P229 (9)) locking insert. Problem solved.

You mean the locking insert in the frame, or the breech block in the slide?

Locking insert. You got to have the right locking insert, when you use the Legacy slide on the 229-1 frame.

And there's no problem putting the 228/229(9) locking block into a Legion Frame?

Will the 228 locking block work with the Legion Slide too, or will I have to change the locking block back to the original if I want to go back to the stock Legion slide?

You match the locking insert with the slide you are using.
The older inserts work fine in the 229-1 frames.

OK --- so the 228/229 locking insert showed up this morning from MidWest. Popped the original out of the Legion lower, and seated the new 228-style locking block.

No joy.

The slide will still not go back if the hammer is forward.

Thoughts?

Looking at the new Legacy frame, I see some where on the top of the trigger bar.

Could the Legacy slide be getting caught on that? I wouldn't normally think so.

I'm using the same locking insert and it works with two different 229-1 frames and a 228 slide.

The part of the trigger bar that you see with wear on it is normal.
It rides against the firing pin block.

Have you been messing around inside the frame?
All springs in the correct place?

It was a 'new to me' pre-owned 229 Legion in near unfired condition I picked up 2 weeks ago. I immediately ran 400 rounds through it -- stock condition.

Then I put in a new aftermarket hydraulic guide rod and recoil spring and put another 300 rounds through it.

All good with Legion upper and lower.

Then I bought the 2nd upper on ebay --- it's a complete legacy upper in 9. I optimistically pulled the legion upper off and put the legacy upper on. No joy as mentioned in my original post.

I then purchased the 228 style locking block as recommended here, popped out the Legion block and popped in the 228 locking block. Then tried the legacy upper again (with it's own barrel, guide rod & spring, not the hydraulic one I put on the Legion upper) -- and it still won't slide back over the hammer in the forward / down position.

Not sure what you mean by "messing around inside the frame" ? And yes, all springs are where they should be. The Legion lower shoots fine with it's original Legion upper. The issue remains how to successfully mate the Legacy upper to the Legion lower.

Are your two 229-I frames Legions, specifically?

You were able to reassemble the complete Frankenpistol. With the hammer back (in SA mode), no problem racking the slide. But, when you attempted to rack the slide with hammer forward, it won't budge. Not even a little? Or, did it start to go then get stuck?

1- Did you try it with the aftermarket hydraulic recoil spring assembly (RSA)? See if it works?
2- Do you have picture of the barrel and the RSA that came with the Legacy slide?

A little. With the hammer forward, you can move the slide back only so far as for the muzzle face of the slide to become equal with the front edge of the frame....approximately 0.25"
