Yes. That and probably a normal hammer. Serialed non–firing training guns still require background check transfer.

I remember when the batch of these hit the market.

I thought they also did something else to them besides the slide and Bbl to keep them from firing.

Its been to long for me to remember the details now.

If I recall correctly there was more than one method of neutering. This one has the barrel double cross drilled and the bore plugged. Note the barrel Has the last three digits of the serial. The slide has no firing pin.

Frame rails were partially removed, there is a cut in the frame near the locking block insert that would fail the frame if a live upper was installed and repeatedly fired.

An interesting collector’s item, but the amount of work to rehab to safe firing condition would far exceed purchasing a newish P-225.

That was never my goal. There are to many nice ones still out there. Plus I have a basic load already.
FYI this one has no frame modifications at all. I did see some with the cuts you mention

Thanks for this info. I have been scratching my head trying to remember what else was done to them.

Very nice. Did they leave the slide in the whte to make the pistol more visible?

I can only guess that it was another way to make it stand out as a training pistol rather than the normal service pistol. The slide is actually coated in a paint like silver coating. The cheesy coating is missing on over 40 percent of the slide with the white metal showing through.
