OP, feel free to call your local BATF field office if you’d like a second opinion. Some people want to argue to argue. But there are zero federal laws that prohibit you to transport a firearm to give to an out of state federally licensed Dealer.
Thanks, good suggestion.

elmerOne thought, you should be able to take the guns to the FFL in another
state. If it is a handgun you would not be able to pick the handgun up should they fail to sell. The pistol would have to be sent to a dealer in your state of residence and you would have to do the 4473 form , background check etc. Should the law change and the long guns become prohibited in VA, the dealer could not return them to you as the sale must be legal in both states

Good Point to Consider

Blume9mmI know in the real world things are not this simple, but if it gets that bad in Virginia then I would pack up my guns and head 'South' and not come back.

my understanding it that no matter what it passed, a FFL is still federally licensed,
as in the FFL can possess, but not sell instate, if an item is prohibited,
as in why go out of state unless you are hoping he sells to a person in the area vs selling online,
I would have to sell out of state because the Gov. Northam is trying to make them illegal ASAP! I may not have time to sell them in state
my point is the dealer (local) can hold in inventory and sell out of state,
