The locking block will have to be changed. I have a P228R clone made from a P229-1 frame and a P228 parts kit.....one of those that was being sold here by TwoGunJay.

I believe the answer is, yes, but I will await answers from others who have actually done it. My understanding is the P229-1 frame and locking insert are the same as the .40/.357 frame and locking insert so the Legacy slide should fit.

I am assuming you are actually trying to put a Legacy 9mm slide on a .40 frame using a P229-1 barrel?
You would not have to change the locking insert if you used a P229-1 barrel, however, a P229-1 barrel will not fit in a P229 9mm Legacy slide. That is why the P229-1 (barrel, slide, frame, magazine) has the -1, to differentiate it from the Legacy 9mm P229 (same as the P228 barrel, frame and magazine, but not slide).
