Since the 9mm and 357 shoot very close to the same size bullet (for the most part), why is the twist 1:10 for the 9mm while the 357 is 1:16 ?

Probably because the 357 Sig has a higher muzzle velocity and therefore does not need the faster twist to stabilize.
