Please offer your experience to guide me on a can for a Savage Impulse rifle? Need to purchase before end of year.

Goal is a less noisy hunt in the woods.

With that goal almost anything will do. Do you have some other things that matter? like cost, weight, size, how much less noisy. Availability might matter a lot since we have a deadline.
In any case I personally run TBAC on bolt guns and can certainly recommend them without hesitation. But literally any mainline suppressor will do what you want. Although I run them on my semi's the B&T TI cans are very nice as well from personal experience.

Shot several of these a few weekends ago on 6.5 Creed, 8.6 Blackout, and .300 Blackout. Very quiet can, interchangeable endcaps, HUB compatible, comes with a direct thread mount and weighs 7.5oz with that mount, 3d printed titanium. Really good can.

From a weight, suppression, and versatility standpoint, I think that's probably my winner for a pick. If you wanted to prioritize price, there are a ton of other options that may not be as light, may not be as quiet, may not have the interchangeable endcaps, but would be up to half as expensive.

Cost is certainly important on my fixed income.

Length matters in brushy woods. Weight is less important than the overall balance of the rifle.

It's been on the market for two weeks, so no, not yet. Brand new can. You don't have to take my word for it, but it's very quiet.

Cost to performance ratio, it's hard to argue with Otter Creek and Griffin Armament. A .30 caliber Polonium on a bolt gun gives you a hell of a lot of performance for about $500. 13.5oz without the mount, 5.8". It'll make you muzzle heavy, but I'd say just about anything under a grand will also.

I've been pretty impressed with my Nomad Ti, but it is a bit pricier, being all titanium. It's not very noticeable as far as the balance goes, though.

Not really currently, but I expect there to be one after the tax stamp fee goes away Jan 1st. There’s going to be an influx of new buyers, shortages of cans while the industry tries to meet demand and people looking to get whatever they can. It’ll be a rare opportunity to offload suppressors you don’t actually want anymore, so I expect there will be all kinds of used cans being listed.

If you mean 'rare' in the sense that it hasn't happened before I agree, but if the 0 tax stamp stays it will be an ongoing market.
However the pessimist in my thinks that when approval times go ballistic that it won't be a very good way to get a suppressor for awhile.
IF you want a suppressor the right answer right now is just pay your 200 and have the thing to use.

Yes, poorly worded on my part, but I do foresee an ongoing secondary market for suppressors that never really existed before.

Used market may only be favorable in that someone may see it as a chance to go ahead and start the clock on something, anything as soon as they can instead of waiting for restock notifications and fighting over new inventory. I think that's really the only upside to buying used, here. People are going to be asking and probably getting new prices for used cans because inventory is going to get stripped from store shelves probably for the next year solid. I'm going to list at least two cans right after New Year's and given how prices went up, I can still ask significantly less than what they go for new now, but still more than I paid for them before approval times dropped to nothing and prices went up to offset demand.

I also agree this is the absolute best course of action. Eat the $200, be one of the last NFA taxpayers and have your can now vs waiting up to or possibly more than a year and fighting the availability game. Everyone who said they'd never pay for a tax stamp is going to come out of the woodwork in less than 60 days. At the very least, I think it's safe to say we're not going to see approval times like they are now for quite some time.
