I'm not sure where to ask this so here goes here. Sorry if not the best place. If a member posts a WTB ad and then several others suggest responses and sources at market prices and they say still looking too expensive (and bumping) is it acceptable to say what price would be OK for them?

I'm considering a purchase from a newer forum member who has not sold any firearms on the forum yet. The firearm will have to be shipped from another state from the seller's FFL to my local FFL. What is the best way to verify/complete this purchase with the least amount of financial risk? Is there a way to hold funds until the firearm has been received by the seller's FFL or something like that? No disrespect or suspected problems with the seller, just trying to be careful. Let me know, please. Thanks
