Why does the United States have any foreign aid going to adversaries?

Not the first time the question has been asked. IIRC, the rationalizations boil-down to something like: 1. To retain what "friends" we do have in said adversarial states, 2. To discourage them from becoming even more adversarial, and 3. To keep them from becoming entangled with or beholden to other adversarial states (e.g.: China, Iran, etc.).

Or something like that.

Not sure what she means by that. I know we give to questionable "allies," but outright adversaries? Arguably, our buying all manner of shit from China, oil from Venezuela, etc. could be considered a kind of aid.

My biggest complaint with foreign aid is:
The United Nations.
Cut them off now. Seize the property in NYC. Turn it into condos or demo it and put something useful in its place.

As above to make friends. Also more to the point with adversaries it may also provide some leverage in those less hospitable places, as well as some type of a "doorway" in.

It’s wrong to think that this happens only under Democrats. It’s been going on a long time regardless of which party was in power. It was even happening under Trump.

I can see the value of foreign aid as building "good will", but the good will aspect of our giving went down the shitter YEARS ago.
