If the radio chassis is isolated from GND & the only GND is the wire going directly to BATT-, then my suspicion of another device finding ground is wrong. I still suspect that the potential difference between the cut-off vs direct batt connection is what is causing the radio to switch on. Can you clean the cut-off switch contacts?

My next guess is soldering defect or something stupid like instead of capacitors to filter the power/switched circuit in the radio they used 100+k resistors. Either loaded the wrong reel or ran out & just said fuck it. I've seen aftermarket radios do some weird shit, but not usually with as simply as yours is hooked up.
