jljonesIt’s Letcher County. It makes Harlan look like a thriving metropolis. Letcher is as close to a 1950s small county that you’ll get modern day.
Rumors have it that the daughter is one of many victims.

parabellumI doubt the shooter is counting on a lack of indictment or jury nullification. If that happens, expect the feds to get involved for violation of the judge's civil rights.
He's going to jail and he knows he's going to jail. You can't murder a judge in the courthouse and then just walk away.
The shooter knew the consequences and apparently has accepted them.
Furthermore, despite all these rumors, at this point we don't really know what happened. The story may change entirely when the facts are revealed.

snorisMost likely "compelled" or "under duress," which would most likely reduce the Sheriff's punishment somewhat, but not change the charge or verdict.

HRKBlind rage perhaps, who knows why people do these things, you'd think as a Sheriff he'd have taken several deputies with him, and called all the TV crews in the area and perp walked the Judge out in handcuffs for all to see, arrested for statutory rape, have a press conference.

Officials have said an investigation into the shooting is ongoing.
Kentucky Attorney General Russell Coleman said his office would collaborate with the Commonwealth's Attorney for the 27th Judicial Circuit, Jackie Steele, to investigate the shooting.
Letcher County Commonwealth's Attorney Matt Butler said he will recuse himself from the case because of his "close personal relationship" with Mullins, and his "close professional relationship" with Stines, according to a video shared on Facebook.
Butler said his entire staff would also be recused because one of his staff members was in the district court suite at the time of the shooting, and would "likely" be a witness in the case.
Butler and Mullins "for many years were married to a pair of sisters," and are the uncles of each other's children, Butler said. Butler's children called Mullins "unkie," he said.
"As a brother in law, I will never forget how kind he was to my children," he said. "It seemed that he had maybe endless patience for kids. He found them entertaining. He loved them."
Butler said he worked closely with Mullins for years on "opposite sides of the courtroom." While Butler served as the public defender, Mullins was the commonwealth's attorney, he said.
"We fought hard for our respective sides in court and tried cases against each other before he was the judge, and never had a disagreement outside of that courtroom," he added.

Prosecutor and public defender are brothers-in-law. Prosecutor gets elected judge and public defender gets elected prosecutor. Judge's bailiff gets elected sheriff. Etc. Etc.

Just for edification:
The age of consent in Kentucky is 16 years old. This means that anyone 16 or older can legally consent to sexual activity. However, there are some restrictions on who a 16 or 17-year-old can have sex with:
Age Restriction 16 or 17Cannot have sex with anyone more than 10 years older than them, unless they are legally married to each other
Kentucky does not have Romeo and Juliet laws, which are exemptions for consensual sex between minors who are close in age.
