Next to Rittenhouse Square (Philadelphia) is La Colombe Coffee Roasters coffee shop. About 10-15 years ago I'm minding my own business within their crowded, small table establishment. A bum (that is what we used to call them) comes in from the Square and begins asking patrons for money.
Not one of the well-heeled clientele wanted to deal with it so I told him, flat out, nonm-a-moun, that I came in that shop to relax with a cup, and he was intruding into my space. Further, he knew he was not supposed to be in the establishment panhandling. He agreed and left.
These days you'd end up with a fight, as the bums now have rights, and want to argue that they are treated differently than others around them (not in their own financial straits). That ultimately it is all racists. Yeah, right, get your dirty ass away from me, mister. Get a job or at least clean up, then come talk.
