My answer would just be no.

Cut and pasted from the Bill:

“This bill would require, on or before January 1, 2023, the State Department of Education, in consultation with the Department of Justice, to develop model content for use by local educational agencies related to a threat or perceived threat of an incident of mass casualties at a school. Using the model content, the bill would require local educational agencies to require the parents or guardians of a pupil to disclose whether any firearms are located at the home of the pupil and to answer questions about the ownership, storage, and accessibility by the pupil of the firearms. The bill would require local educational agencies to include information related to the safe storage of firearms in the annual notification provided to the parents or guardians of a pupil. If a school official is alerted to or observes any threat or perceived threat of an incident of mass casualties at a school, the bill would require a report of the threat or perceived threat to be immediately made to law enforcement and the Department of Justice.”

Wonderful. Legislation solves complex social problems. How about doing something to treat the individuals who shoot up schools. They are not that hard to identify.

No, but how about the schools start disclosing info on teachers and administrators that have inappropriate contact with students, they always want to seem to hide that.

California has a super majority of Democrats in the state government. The only check on this will be SOCTUS. And, that's a crap shoot. California is a obvious shit show from start to finish. Their inept, elitist governor has survive recall. The mayor of Venice Beach who has allowed the homeless to over run his city has survived recall. As I've always stated we don't have a politician problem we have a people problem. The people vote for these idiots and refuse to recall them when things get really bad. What can we learn from this? The people of California are okay with this and willing to vote for more of it. Just like every other hard blue state. Here is something I'd like members to consider. For the last 100 years the population been taking baby steps to the left. Something has happened in the last 20 year where this process has accelerated. Now the population is taking giant leaps to the left in a short amount of time. Why?

You're right...
1913 was a very bad year for the US.
The 16th & 17th Amendments and the Federal Reserve Act vastly increased the power and control of the Federal government over the States.

But it has accelerated recently. I'm not really sure why... but it is at least partly due to LBJ's "Great Society" having the effect of replacing the family, particularly the father of the household, with government.
