The positive domestic and economic initiatives were created in the House under Newt Gingrich and signed onto by the Senate. Luckily Clinton liked being popular and chasing Monica around the Oval Office more than being committed to his wife's socialist ideology. He signed the bills. Credit him for signing them, but he initiated nothing. And he didn't balance the budget,Gingrich did that as well. Also the 90s' was the start of the huge technology boom. The economy largely did well because of private enterprises' development of computers & all other advances in electronic technology at the time.
