It's pretty clear that Trump is debating both Hillary and the panel. They appear to be doing a lot of Hillary's work for her.

On the flip side, Trump needs to stop attacking her and calling her a liar and focus on what he's going to do. Just based on the faces in the crowd behind them they tend to focus when talks issue, and off when he starts attacking.
