I don't think so.
Rove was not advocating repeal, merely acknowledging that doing that would be the only way to regulate guns.
It won't happen. Rove knows that and should not be understood otherwise.

The Donald Trump rally at Ladd-Peebles Stadium Friday is expected to draw 40,000 people, making it the biggest event so far in the 2016 presidential primary campaign.
Stadium manager Vic Knight said the event is "rain or shine" and that there is not an alternative location. There is a 55 percent chance of rain by 7 p.m.

SSgt USMC/VetWatched a interview with Cruz today , I think he is starting to see what the attraction to Trump is. He said he liked Trump.
At least Trump is not afraid to speak the truth and tell us what he thinks and what he will do.
