Nope. This means the State of California could be held to owe the more than $3 billion in grants, but good luck getting them to pay it back. You can't squeeze blood out of a turnip. Now if you can attach other Federal monies headed toward CA to pay off the debt, you might send them into bankruptcy faster, but that is probably as close as you can get.

The Donald may look at this as them helping him reduce the deficit. Nice to see the mayors of sanctuary cities taking the initiative and implementing federal deficit reduction program prior to his inauguration.
