San Francisco, Los Angeles and each of the other "sanctuary cities" have X% of the state's population so...
Each city loses any and all funding delivered directly to the city AND the state loses percentage calculated above.
That'll get the attentionof those commies in office (not!).

TonynyTrump said that this was actually one of his biggest dreams. That Apple would make devices here in the USA, so that they would be Made In USA again.
Another company that is indirectly benefiting is Starbucks. People are going there and making baristas write "Trump" on the cups. If Starbucks and Schultz were smart, they'd just come up with a "Trump" drink and sell those and make money off of the Trump supporters.
