The answer, in case you're sincere, is: Identity Politics.
Effectiveness mattered, of course. But what mattered more to the low-info voters who put the GDCs in power are the elements of identity politics: race, color, sexual orientation, what education/where the education came from, and so on.
So, why do they love Obama? Because: Black. Because: Moslem. Because: Ivy League. Because: Choom. Because: metrosexual/homosexual. And so on and so forth.
Same with Mrs. Clinton. Why did they love her? Because: Vagina.
See? Effectiveness is a distant second to the identity issues.

We were 3 states away from losing the court for decades and possibly having Texas, FL, and AZ become blue states from legalized voters. I'm ecstatic he won.

It only requires a simple majority to confirm a SCOTUS nominee. However they can filibuster, which would require 60 votes to end.
