Democrats like to take comedy movies and turn plots/subplots into policy. For example, the Democrat platform seems to be largely based on the introduction to Idiocracy.

In the case of the OP's story, I think those 2 Congressional Critters watched one of the Clueless movies bit on charging men with reckless abandonment for wasted ejaculations
