As long as they can enjoy their festivities without affecting any innocents, it seems like a win.

However, do the gangs we already have manage to their business without collateral damage? If not, what are the chances that adding foreign gangs ((who may be even less inclined to give a hoot about noncombatants) will avoid collateral damage?

Now if we could collect them all up, put them in a walled off area and let them have at it with no noncombatants in the area, that would make an awesome reality show…
